We need to make sure we don't wipe pending pings from a user's application data directory when running the telemetry-tests-client suite, more specifically the optout ping test.

:gfritzsche suggested adding a configurable preference to the telemetry client that we can control in test. Changing the user application data directory might have side-effects. Setting the pending pings directory in test might be the better option.

Seems reasonable and tightly-scoped. We have a history of test-only prefs that this fits nicely into.
