Moving past version 0.4 of Rand requires us to accept fuchsia-cprng license. It's useful to deal with this now as opposed to needing to update something and facing this licensing problem.

Update rand version in u2fhid and xpcom

:kvark, could you update the "component" to the correct one (currently in core:general). I was not sure the correct category to move this to, but since you are assigned/reporter and working on the bug I was hoping you would know.

Steven, I wasn't able to find a better component for this bug. It affects different Rust components in Gecko and isn't catering to any of them specifically. FWIW, I'm doing this in preparation for WebGPU dependency vendoring, so could be Graphics :WebGPU for the lack of a better one?

Wow, it's segfaulting on Android 7 opt build only, and not even 100% at it...
Trying to figure out how to approach this issue
