Content blocking options disabled, light and dark theme
As per bug 1549142 comment 6:
All disabled dropdowns in about:preferences should share the same behavior. The label should be visible in the disabled state, though it should have a "disabled" appearance, usually that is a lighter text though in the case of "dark" mode we will need to make sure the "lighter" text still has enough contrast.
