When hovering over the Context Menu button for a card, the card should be in the hover state with gray highlight outline and blue title text color. See original new tab for reference.

I have verified this issue with the latest Firefox Nightly (69.0a1 Build ID - 20190613215335) installed, on Windows 10 x64, Arch Linux and Mac 10.14.5. Now, if the "Context Menu" button for a card is hovered, the card gains a gray highlight outline an a blue title text color.
