Bug 1552812 revealed almost perma fails for Rap-Cr jobs on Windows and OSX platforms.
We investigated this issue & seems like Chromium updated & made Raptor time out way more frequently.

Let's identify the latest stable Chromium version and pin that until we figure out how to retame this browser.
