We should run test-verify on Android, and the Android 4.3 fennec tests are of diminishing importance.
To run TV, the platform must be able to run mochitest, reftests, and xpcshell. For Android 7.0, there are 2 issues currently:
- android 7.0 xpcshell tests are run against the fennec apk while mochitest and reftests are run against geckoview
- android 7.0 Debug crashtests are not enabled

Actually, neither of these is necessarily blocking. In both cases, such tests can run against geckoview on Android 7.0, and there is a good chance of the test passing; there are unexpected failures, but TV is tier 2 anyway.

I had been waiting for more complete x86_64 coverage, but realized that's
not strictly necessary: TV works okay as-is on Android x86_64.
