Steps to reproduce:

  1. Go to https://www.irs.gov/
  2. Zoom to 200% (or anything that is not 100%)
  3. In the same tab, open https://www.irs.gov/pub/irs-pdf/fw4.pdf

Actual results:

PDF.js itself is zoomed to 200%. The zoom level in pdf.js is 100%, and the text of the pdf is blurry. The PDF.js toolbar is twice as large as usual.

Expected results:

PDF.js itself should probably never be zoomed to something else than 100%.
