This CL adds test coverage for SameSite=None cookies, since the spec
was recently updated to add None as a possible value for SameSite:
https://tools.ietf.org/html/draft-ietf-httpbis-rfc6265bis-03#section-4.1.2.7

This basically just renames the cookie we previously had in the tests as
"samesite_none" to "samesite_unspecified", and adds a new "samesite_none"
cookie that sets the new SameSite=None attribute.
