Bug 1553565 uncovered the assumption that a gecko decision task will always create the list of runnable jobs on first run. This can fail if e.g. the worker gets shut down by AWS.
getRunnableJobsURL in ui/helpers/url.js also has that assumption and needs to be updated to make the requesting of jobs more reliable.
