As I'm there already, reading through testing/raptor/raptor/control_server.py[0] for bug 1549631, I thought I'd do my semi-usual slew of string/typo fixes.

Bug 1554328: Fix minor typos in Raptor's control_server.py r?rwood,#perftest

This does two things:

1. fixes a few typos; makes things a bit clearer in places, hopefully
2. re-formats the file using black

This needs a push to try, of course, which -- for the moment -- I'm unable to do, as I'm still setting up my new SSH key and all that entails.
