User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:67.0) Gecko/20100101 Firefox/67.0

Steps to reproduce:

Step 1. Press ^T (less reliably) or ⎇D (always)
Cursor move to marker 1 in "here.png".
Step 2. Press TAB

Actual results:

Keyboard cursor stays in the address box. Marker 2 in "here.png".

Expected results:

Keyboard cursor should move to the search box. Marker 3 in "here.png".

Seems to be a regression in 67. Was working fine before. A serious papercut for keyboard users.

It's worth noting that while this was indeed a deliberate change (tab from the address bar input now focuses the Page Actions button), pressing tab again will focus the search box. Without this, there's no way to access Page Actions with the keyboard. Note that pressing control+k is a faster way to focus the search box.
