Steps to reproduce:
As of Firefox 67, changes were made in the way which extensions are used from within Private Browsing. Whilst the documentation on this makes perfect sense, even if no custom extensions have been installed by users this prompt is still displayed upon entering a new Private Window.
Average users may not have any reason to install extensions - to avoid any confusion, could we consider changing the way in which this message is displayed to ensure that it only appears if Firefox detects that a user has explicitly chosen to install one or more extensions?
Actual results:
Even though I have no custom extensions installed, this prompt was still displayed upon opening a new Private Window.
Expected results:
To avoid any possible confusion for users who haven't installed any custom extensions, we could consider only displaying this if Firefox detects the presence of installed extensions.

Bug 1515701 that introduced the feature is in Webextensions :: General so that's where I triaged this as well.
