I would assume we want to keeps supporting tabbing through the menu items

I have verified that the arrow keys can now move through the context menu options after pressing the TAB key on the latest 69.0a1 (Build ID 20190619214046) on Windows 10, macOS 10.14, and Arch Linux 4.14.3.
