We should figure out where to host the Smoot report and prepare it for deployment.

mozilla-private.report seems like a natural choice for now. If we decide to release it publicly, we could choose to host it at DTMO or at its own Github site.

This is ready to go (at mpr for now) once we're settled on content; built them with mdbook and it looks great.
