These reftests run with apz.allow_zooming=true
but the pages aren't actually zoomed. They are close to passing on desktop; this bug tracks getting them to pass and enabling them.
(The other tests in the same directory which actually perform zooming will require additional work to get passing.)

With desktop zooming, we need to separate the concepts of "may have a distinct
visual viewport" from "has mobile viewport sizing logic applied to it".
This can be thought of as completing the disentanglement of zooming from meta
viewport support started in bug 1459260.

This is a defect as getting the tests to pass required a functional fix.
