Splitters don't show over webpages in content pane

Details
1. Start mailnews. The netcenter webmail ad shows in the content pane.
2. Drag one of the sliders over the pane. While they work without problems,
you can't see them if you're above the content pane.
This is especially apparent when you drag the sidebar's slider - you get half
of a slider preview, only over the list of messages.
BTW, I think Outlook Express has the same bug.

This can't be fixed until the new web shell is done at the end of this month.
The problem is the web shell has native widget and shouldn't.
