Maybe this? https://vademecumitalia.com/pec-what-is-it-why-should-you-need-a-pec-address-and-how-to-get-one/
Probably means imap over ssl/tls so imaps, sort of like https?
Reporter Simona, do neither pop3(s) nor imap(s) work with the server? Which server are you using? Also, did it work OK with previous TB release?

Hi Gene,
thank tou for your answer. PEC mail on Thunderbirdi doesn't work with pop3 neither with imaps, I tried to configure it in both modes. It worked ok since 22/05 when Thurderbird upgraded to 60 release.

So you don't receive new mail using pop or imap. That's strange. As far as I know, PEC emails just use standard mail protocols POP3 or IMAP and just add a signature block as a sort of attachment.
I worked with another PEC user as you can see in this bug: Bug 1216951. I don't know if they have updated to 60.* yet. They could receive mail but got a signature error on some messages with very large attachments.
When you say it doesn't receive the emails, is that true if you just send an email to yourself? Also, are you possibly seeing a signature error of some sort but the emails are just marked as invalid?
Also, which tb version were you running before 22/05? Was it 52.*?
Probably the best way to see what is happening is to produce an IMAP:5 log. You can record the log and attach it using the "Attach File" link above using the information here: https://wiki.mozilla.org/MailNews:Logging#Generating_a_Protocol_Log
Edit: Be sure to stay in IMAP mode in tb and for now don't go back to POP when producing the log. Thanks.
