Can you provide some more detail here? I can't tell if "Open Firefox" something you do before the others or something that isn't working.

Firefox should open
It only opens if you right click/Run as Administrator

In about:profiles what does it show for the path for the profile that is in use.

Do you know the installation directory of Firefox?

Flags: needinfo?(cfee)

Open Firefox - the list below is the different ways that Firefox can be opened. All methods have the same result - Firefox fails to open.
In about:profiles what does it show for the path for the profile that is in use.
C:\Users\cfee\AppData\Roaming\Mozilla\Firefox\Profiles
C:\Users\cfee\AppData\Roaming\Mozilla\Firefox\Profiles
"C:\Program Files\Mozilla Firefox\firefox.exe"

This is happening on all computers on our network which are using the versions of Firefox and Windows 10 in the title of this bug, including my own workstation (on which Firefox worked fine last week).

The only way to open Firefox is to right click on firefox.exe and select "Run as Administrator". Obviously, this is not a viable option for employee workstations.

C:\Users\cfee\AppData\Roaming\Mozilla\Firefox\Profiles
C:\Users\cfee\AppData\Roaming\Mozilla\Firefox\Profiles

That's a very odd profile directory, not one that Firefox would choose automatically.

Can you attach a copy of C:\Users\cfee\AppData\Roaming\Mozilla\Firefox\profiles.ini?

Here you go. This was a standard installation of Firefox on a clean W10 machine - no customization

[Install308046B0AF4A39CB]
Default=Profiles/jpt5ub4i.default

[Profile0]
Name=default

Ok so that's weird. The profile that appears to be in use in about:profiles doesn't match any listed in profiles.ini. Are you running Firefox from firefox.exe or from a shortcut to it? If the latter can you go to the shortcut properties and list and arguments that are passed to firefox.exe?

C:\Users\cfee\AppData\Roaming\Mozilla\Firefox\Profiles seems to be the standard default directory
the sub-directory is

Sure, but about:profiles should not show the base directory, it would show C:\Users\cfee\AppData\Roaming\Mozilla\Firefox\Profiles\jpt5ub4i.default if that was the profile in use.

The result is the same regardless of how you run it
from the shortcut in the Start menu
C:\ProgramData\Microsoft\Windows\Start Menu\Programs
Target: "C:\Program Files\Mozilla Firefox\firefox.exe"
Start In: "C:\Program Files\Mozilla Firefox"

all ends up in the same place
"C:\Program Files\Mozilla Firefox\firefox.exe"

if you double click to run, nothing happens
only way to start it is to right click/Run as Administrator

Checked 2 more computers - both are the same

Something very strange is going on here then, are you sure that about:profiles on those computers only displays "C:\Users\cfee\AppData\Roaming\Mozilla\Firefox\Profiles" as the root directory and local directory for the profile that is in use?

Yes - and I just checked 2 more. These are all standard installs on clean W10 machines.
I'm not sure why that matters, though, since they all worked just fine up until this week.

I'm going to be leaving in a few minutes. I'll reply if needed first thing tomorrow morning.

Well something very odd is going on. about:profiles seems to be displaying invalid information that doesn't match what normal computers show. The profiles.ini file looks right. Since you need to be administrator my only guess is that your normal user is being denied access to some of the files that Firefox needs. You may have success by changing ownership and permissions of all the files under your profile folders to grant access to your user.

I have checked a dozen computers both W7 and W10, and they are all the same. These are clean builds, no imaging, no customized install of Firefox.

I really don't see what the problem with the above. Please refer to this page in the Knowledge Base - scroll down to "Manage Profiles when Firefox is open". The screen dump looks identical to ours except for the exact name of the .default folder

Ok, that information is correct, it just doesn't match what you said in comment 3 so I couldn't understand what was going on.

Have you tried what I suggested in comment 15 for C:\Users\cfee\AppData\Roaming\Mozilla\Firefox\Profiles\jpt5ub4i.default and C:\Users\cfee\AppData\Local\Mozilla\Firefox\Profiles\jpt5ub4i.default ?

As far as I know we haven't heard this issue from anyone else so there must be something particular about the setup here.

How was Firefox installed?

Is there anything special about these windows installations. Are any enterprise policies being applied?

How was Firefox installed?

download from mozilla.org - strait install no customization

No

No

This seems to be limited to computers that are at Firefox v67.0 and W10 v1809 (OS Build 17763.1503)

I know of one computer that has not installed either of the above. I will test updating Firefox first, then W10. I'll let you know how that goes. The updates won't take place until after hours today.
