There is no real need to use mozprocess from this code, so switched to subprocess.

Geoff, should we uplift this mozrunner fix to ESR 68? Would it make life easier for continued maintenance of Fennec 68 on ESR?

I don't have a strong opinion. I expect no change in behavior with this patch, and it only applies to mach test commands, so having it on esr68 would only be beneficial if we want a future change to mach test commands on esr68.
