Hello,

According to https://mozilla.invisionapp.com/share/RARKT5F7KDH#/screens/360900829, the tooltip should also be displayed upon clicking the "Why" button. But as it stands, they are currently displayed upon hover and clicking them renders no action.

Also, the string for disabled globally is not displayed and I cannot confirm it because I am unable to trigger the E scenario (disabling all options through Custom).
Disabling every option from Custom and then reloading all tabs, will not have the UI displayed in the design documentation.

Hey, we are not prioritizing the disabled globally state for 70, it is not yet implemented.

As for the "Why" button - my impression was that this was a hover action. I will follow up with UX to confirm this and if needed we can change it to a click.
