[Linux] Using the Linux package manager to update Firefox changes its localization

User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:67.0) Gecko/20100101 Firefox/67.0
Steps to reproduce:
- boot from ubuntu 18.04.1 live stik
- set language to german ("Deutsch"), click "Ubuntu ausprobieren"
- note that firefox is german now
- update firefox (
sudo apt update && sudo apt install firefox
) - note that firefox is english now (why??)
- click menu > Help > About Firefox, click on "What's new" next to the version number ("67.0 (64-bit)")
Actual results:
A new tab showing
https://www.mozilla.org/en-US/und/firefox/67.0/releasenotes/?utm_campaign=whatsnew&utm_medium=firefox-browser&utm_source=firefox-browser
is opened. This page does not exist.
Expected results:
The page opened should be
https://www.mozilla.org/en-US/firefox/67.0/releasenotes/?utm_campaign=whatsnew&utm_medium=firefox-browser&utm_source=firefox-browser
(without "/und" between "en-US" and "/firefox")
This problem also happens with various other links.
"und" in german means "and", so maybe some this is a translation problem

Drew, this happened when using the package manager to update and not Toolkit -> Application Update so moving it back to Firefox -> General for further triage.
