Password manager prefs UI is disabled in permanent private browsing mode (e.g. --private or setting the pref) but we recently added support for saving in private windows so there is an inconsistency now since you can save exceptions from the doorhanger but you can't manage them. You also can't uncheck the checkbox to disable the prompt.
