Hi, please give more details about your situation.
Please answer the following:

1. After what language have you searched?

2. Did you download the browser from http://archive.mozilla.org/pub/mobile/releases/ or from Google Play?
   Because if you manually downloaded the browser from archive.mozilla.org after going to the needed build/version you have 2 options to choose from: either download the build with only English pack or multi language. Here you need to choose the download from multi language folder in order to have multiple languages installed.

3. This issue you encountered in Fennec/Settings/General/Language/Browser language?

4. What build are you using? Do you use the latest builds?

5. What device and firmware are you using?
   This information will help in reproducing and solving the issue faster.
