1555933 - Remove duplicate dom.push.connection.enabled pref from raptor/user.js

This was added to perf/user.js, which per https://searchfox.org/mozilla-central/source/testing/profiles/profiles.json is also used by raptor, so we can remove the duplicate entry from raptor/user.js now.
