How about adding a tab for the download manager? I'm sure this wouldn't be hard
to implement and would be useful and make the download manager feel more part of
the browser.

A sidebar tab might be a little more convenient.  This is a really good idea!
bug 75359 is related to that, both ideas are good imo.
try this url: 
chrome://communicator/content/downloadmanager/downloadmanager.xul
confirming RFE.  Load that chrome:// url in a tab at your own risk, though...
weird things could happen.

Well, the one I liked to in comment #8 bases heavily on the current SeaMonkey download manager - but the project can use whatever it wants as long as the licenses fit.
