Basically, a page can see intermediate values of the viewport as you resize the window because letterboxing isn't applied fast enough.

As discussed in Bug 1546832 Comment 7 - I am not really concerned about this, so I'm marking it a P5; but I wanted to put it on file for posterity.

Tom, does LB happen when there is no web content?
