Details

A pinch gesture on a Windows touchscreen currently performs reflowing zoom (same as Ctrl+Plus), even if apz.allow_zooming is enabled.

If apz.allow_zooming is enabled, we want it to perform APZ (scale-only) zooming instead.

Never mind, this is already hooked up. It's behaving pretty badly but that's to be expected at this stage.
