If you customize your toolbar, and remove the location bar, then Command-L (or Open Location) does nothing. It should pop down the location sheet dialog like it does if the toolbar is hidden.

Fixed. Thinking about it, does this have implications for chromeless windows? Should Command-L work for such a (popup) window?

no, it should not work for chromeless windows, imho.

Verified in 07-08 build on OS 10.1.5. Cmd-L works even if location bar does not exist.
