Looks like we have a new linting build called "Bugzilla" and it gets picked up by --rebuild argument which is unusual in my opinion.

I think it should work same as other linting builds.

This is something controlled on taskcluster's side, not Treeherder's.

--rebuild works by rebuilding the explicitly requested tasks. Looking at https://hg.mozilla.org/try/rev/5f9737865ff806d762d92f6bd39e5ebdaed86494#l1.9 it appears that the bugzilla job was explicitly requested, so got rebuilt. I'm not sure why it got selected, but I think things are working as intended.
