Firefox doesn't remember open tabs properly when multiple windows are open while exit

Steps to reproduce:
- I set up Firefox to "Open links in tabs instead of new windows" many versions ago. This supposed to restore the exact same state as Firefox was at the time of the exit. This worked for example when there was a crash.
- Let's say I have two Firefox windows open with 8 tabs overall:
First window with A1, A2, A3, A4, A5 tabs, and the second window is with B1, B2, B3 tabs. - I stop Firefox by clicking on the window's close (X) button.
- Firefox quits.
- I restart Firefox. One Firefox window comes up displaying A1, A2, A3 tabs.
I'm using Devuan Linux beowulf (it's based on Debian testing) with Xfce window manager.
Actual results:
Firefox forgot several tabs (A4, A5 of the first window and all the B1-B3 on the other window).
Expected results:
I'd expect Firefox to start up exactly as it was at the point of exiting (two windows with all the expected tabs).

Does it work if you close Firefox with "Exit" (Ctrl+Shift+Q) option in Firefox menu?

I tried to reproduce it but couldn't right now. This happened to me approximately 2-3 times since earlier versions and most of the time it's OK. When I exit I get a different warning versus when I just click on the (X) of one of the windows (in the latter case it warns me that I'll loose those tabs which are on the window to be closed and the other window (or windows) remain open. I guess the bug can come when there's no warning and Firefox just quits.
So cannot reproduce it right now.

Hi Csaba, thanks for filing the bug! Unfortunately, since you cannot reproduce the failure, it's better to close the bug, but you should feel free to reopen it once it happens to you again and you can tell us how it happened!
One thing I'd like to note is that you probably mean a different option than the one you mentioned in comment 0: "Open links in tabs instead of new windows". I think you meant "Restore previous session" in "General" - "Startup".
