Steps to reproduce:

When setting the location to the sd card, downloads still will not show up there

It happens on galaxy s7, s8, and s9 devices, and on at least the past 4 or 5 versions of firefox.
Steps: set download location to anywhere on the sd card
2: when downloading files, the file still goes to internal storage.

Hello, I tried to reproduce the issue following the steps from comment 2 and I can confirm that the issue is reproducible.

Builds:

  • RC 68.0;
  • Nightly 68.1a1 (2019-07-23) - Playstore;
  • Nightly 70.0a1 (2019-07-25) - Treeherder;

Device:

  • Samsung Galaxy S8 (Android 9).

Notes:
For some reason, it seems that I can't set the download location for some devices to the sd card.

Devices:

  • Samsung Galaxy S10 (Android 9);
  • Samsung Galaxy Note 8 (Android 9);
  • Nokia 6 (Android 7.1.1).
