We see from user feedback that many users tried Debugger in the past, hit an issue that shaped their experience and never came back. After several releases of debugger improvements, we should take the opportunity and make some noise about the panel improvements.

The notification should be
- Show for users when opening devtools
- Easy to dismiss
- Communicate improved performance, reliability and capability in a delightful way 
- Contextual on the debugger tab, inviting to click to try out Debugger
