• macOS High Sierra 10.13.6

[Prerequisites]:

• convert the about:addons page to HTML by flipping the ‘extensions.htmlaboutaddons.enabled’ and the ‘extensions.htmlaboutaddons.discover.enabled’ prefs to ‘true’ in about:config.
• make sure that the ‘Allow Nightly to make personalized extension recommendations’ is enabled in the browser settings under the ‘Privacy & Security’ tab.

[Steps to reproduce]:

1. Launch Firefox on a new/fresh profile (with no installed extensions or usage data)
2. Navigate to the about:addons page
3. Access the Recommendations tab
4. Notice that the ‘Some of these recommendations are personalized...’ message is displayed
5. Access the Extensions tab
6. Notice that the ‘Some of these recommendations are personalized...’ message is displayed

[Description]:

• The ‘Some of these recommendations are personalized. They are based on other extensions you’ve installed, profile preferences, and usage statistics.’ is displayed in about:addons (at the Recommendations and Extensions tabs) when the browser has been started using a freshly created profile – i.e no extensions are installed, no browsing history and no bookmarks.

++Please note that the issue also occurs under the same circumstances for the Beta version of Firefox, however, only on the Recommendations tab.

[Expected results]:

• The mentioned message should not be shown for freshly created profiles which do not have installed extensions or usage data for personalized recommendations to be available and displayed.

[Actual results]:

• The mentioned message is shown for freshly created profiles at both the Extensions and Recommendations tabs. (for the Beta version, the message is only shown on the Recommendations tab).

This is shown if the request is sending the telemetry ID which is used for recommendations. I think it makes sense to show it even for fresh profiles so users can check the SUMO page.
