One in pylib/requests and one in third_party/python/requests.

Let's remove one, and update it to a Py3 compatible version.

Looking at the commit message for bd8ecee80983, it seems we should be using the version in third_party/python/requests.

Fixed by 45b1ee6dfbc7. It seems I made this bug in error.
