Steps to reproduce:

Launch firefox 67.0.1

Actual results:

On launching firefox 67.0.1 after a short delay the Master Password popup appears, despite no action taken following the startup and also is not required for normal browsing. Canceling or satisfying the request has no adverse effects.

Expected results:

The Master Password popup should not appear until an action requiring password security is taken.
