1558271 - mach browsertime should not be verbose by default

mach browsertime currently defaults to verbose and this can pollute the stdout, making it hard to see the output and command executed.

We should also add the default output directory, browsertime-results, to the hgignore.

browsertime-results is the default output directory for mach browsertime. It should be part of hgignore to not clutter the workspace.

Flip set_log_level to false by default so we don't clutter stdout. Flip on with --verbose.
