On Firefox Nightly, with a Chrome UA mobile
1. Navigate to https://www.google.com/search?q=happy&tbm=isch&hl=en&chips=q:happy,g_1:emoji,g_1:animated+gif:XS9j9YTby7w%3D&tbs=ircm:p&hl=en&ved=2ahUKEwiEr5uun9LiAhUCKxoKHRnhBZgQ3p8EegQIARAF&biw=360&bih=560#imgrc=fiDwHL-kMFMAyM
2. After the image loads, double tap it to zoom in.
3. Swipe the image to the edges.
4. Observe behavior.
Expected Behavior:
Swipe is smooth.
Actual Behavior:
Swipe is not smooth (hangs/jumps for a second)

1. Not reproducible on Chrome 74.0.3729.157
