Details

There's a data field for notifyobservers which is currently unused by these two 
notifications (well, skin-selected is never called, i'll make sure that i fix 
that ...).

I think that these two should pass the new locale/skin as their data.

for skin-selected, it could be skinname or skinname@package in the unlikely 
event that we ever get that working.
