Details

Enable Perf sheriffs to update an alert summary with the correct culprit patch (a Mercurial patch).
Then reflect this manual change when filing bugs via File bug item.

Story:
Perfherder very often miss attributes alerts to the wrong Mercurial patches. This happens because of the noise in many of our tests, build breakages on some platforms, SETA skipping certain jobs etc. Thus, it's a common situation in our daily activity.
When filing bugs via File bug, the auto generated report uses that incorrect patch, which confuses not only developers, but other people skimming our bugs.
