Steps to reproduce:

Manage Firefox using the Windows GPO ADMX Templates. Create/modify a GPO. Browse to:
User Configuration > Policies > Administrative Templates > Mozilla > Firefox
Set "Display Bookmarks Toolbar" to: Enabled
Log into a managed computers and run Firefox for the first time.

Both Firefox and the ADMX files are up-to-date.

Actual results:

The bookmarks toolbar will not be enabled.

Expected results:

The bookmarks toolbar should be enabled.

Here are the other policies I have configured.

Disable Telemetry: Enabled
No Default Bookmarks: Enabled
Override the first run page: https://www.google.com/
Override the upgrade page: https://www.google.com/
Bookmark 01: [Title: Google, URL: https://www.google.com/]
URL for Home Page: https://www.google.com/

Component: Untriaged → Enterprise Policies
Status: UNCONFIRMED → RESOLVED

This bug can be closed. It was a user error.
