The code-review bot needs to add a Phabricator Build ID on the code-review tasks to be able to publish issues on Phabricator at the end of the process.

Currently on mozilla-central, the workflow looks like this:

1. a try_task_config.json file is added on top of changes to customize the try build
2. Gecko decision task reads that file and stores its parameters in a YAML artifact
3. The taskgraph uses these parameters in analysis tasks to add extra information in Taskcluster tasks definition (look at the extra > code-review field)

So the NSS taskgraph needs to read a try_task_config.json (if it exists), loads its parameters, and add them to the extra section of new tasks.
