[Prerequisites]:
- Have the
browser.search.regionpref set toUS
[Steps to reproduce]:
- Start the browser with the profile from prerequisites.
- Navigate to about:newtab and focus a Top Site context menu button.
- Press "Enter" and then "TAB".
- Press the "ESC" key and observe the behavior.
[Expected results]:
- The context menu is dismissed.
[Actual results]:
- Nothing happens.
[Notes]:
- The issue is also reproducible on all card types.
- Attached a screen recording of the issue.

I have verified that the issue is no longer reproducible on the latest Nightly 69.0a1 (Build ID 20190619095537) on Windows 10, macOS 10.14, and Arch Linux 4.14.3.
