Steps to reproduce:

Open any pdf document link in Firefox 66.0.5, Windows 7, 64 bit.

Actual results:

Continual spawning of new windows

Expected results:

Document opens in ONE window

Component: Untriaged → PDF Viewer

Is it possible that you have manually selected to open PDF with Firefox.exe ?
Opening multiple tabs would be an expected result in case that the webserver sends a wrong content-type for a pdf and you select to open the file with Firefox.exe .
Do you have an example link for "Open any pdf document link" ?
