STR:

  1. Play a video (Seen on YouTube, Twitch, and Twitter's "GIF"s)
  2. Enjoy the slideshow (it plays at a very low framerate. Audio is smooth)
  3. Drag the window around a bit and enjoy the video at decent fps so long as you can keep the window moving.

Additionally, the framerate improves when in fullscreen mode.

I see the problem on Windows 10, but I wasn't able to reproduce in a new profile.

I see the problem on Windows 10, but I wasn't able to reproduce in a new profile.

This bug being a WebRender regression explains why I couldn't reproduce it in a new profile (where I hadn't manually enabled the WebRender pref).
