Users that are affected by bug 1558765 have lost access to their passwords. The chosen solution is one that requires manual steps to complete. We should create a Normandy Heartbeat recipe that directs users to a Sumo page with the instructions.

Hey Mythmon, we're doing an open heartbeat audit, and these are the only recipes that we aren't sure about. Should these be closed? They are set to nag, but it is a small population with a specific issue.

we are getting reports on sumo about the nagging as well - affected AVG users apparently got the message. can we retire this messaging now since it covered a one-time issue during the update to firefox 67.0.2.
