when d/l jpg says appdata can't be read try again later just started with Firefox 67

clicked download button on web page
Actual results:
get the message that is attached.
Expected results:
it should have just downloaded. it was fine until this update.

Where are you downloading from? Does e.g. right-clicking an image/icon next to people's names on this bug tracker, selecting "Save Image As...", work? Have you checked if you have disk space? Do you use an antivirus/antimalware program, and if so, which one?

Randy emailed me, but apparently is reproducing this on a members-only site.
Randy: can you try using mozregression ( https://mozilla.github.io/mozregression/ ) to isolate when exactly this broke? There are literally 10s of 1000s of changes in our codebase between 66 and 67 so unfortunately that alone isn't enough.
