I installed Thunderbird 68.0b1 under Windows 10. Its configured using command line arguments to use my existing profile. Tools -> add-ons -> dictionaries has "Legacy extensions must be updated to be compatible with 68.0. Learn more...." with British English Dictionary (Marco Pinto), Dizionario italiano, and German Dictionary listed under it, with Disable and Remove buttons.
Those three dictionaries are WebExtensions based. For example if you click on the German Dictionary the version field states 2.0.6.1webext. They are all enabled. The "Legacy extensions must be updated to be compatible with 68.0. Learn more...." text should not have been used in this pane unless there was a legacy dictionary. That warning just causes confusion as I never saw a warning that you needed to switch to a WebExtensions dictionary in any production versions yet there were many forum threads about people discovering their legacy dictionaries were not compatible with 60.* etc.
