the requestee would like to see more control, for example if they accidentally switch to a previously suspended tab (because of low RAM), they would like to get the RAM back by marking the Tab as suspended.

AFAIK we provide the necessary APIs for add-ons to do this if wanted. I don't think this belongs in the UI by default.
