Steps to reproduce:
- Use a device with a touchscreen, like Dell XPS 9550.
- Ubuntu 19.04
- Firefox Developer (just got updated)
- Go to any website with a long content, like theverge.com
- touch any place on the desktop with a finger and try to go up and down.
Actual results:
Firefox does not scroll, indeed it will select the text
Expected results:
The page should scroll like it was a mobile device

Hi,
I tested with the latest nightly 69.0a1 on Surface Pro4 wi Win10 but I couldn't reproduce.
Setting up component Core Selection, so developers can take a look over it. If isn't the correct component , feel free to change it to an appropiate one.
This issue is duplicate of the bug 1422994.

Hi Raluca,
this bug refers to Linux/Ubuntu, i remember it working on windows. So yes, this is definitely a duplicate.
