Steps to reproduce:
On Firefox Nightly 69.0a1 (2019-06-16) (64-bit)
Briefly lost access to the internet (Connected to the router, but no Internet from my ISP)
Firefox displayed the "Open Network Login Page" prompt.
Actual results:
Tried to close this prompt (by clicking on the 'X' button there)
Once the internet was restored, expected the prompt to disappear (it didn't even after I clicked the "Open Network ... " button)

Expected results:
Prompt should close, when 'X' is clicked.
Prompt should close once the internet connection is restored.
